A wizard can use it, but the servants and those lower-ranking than them cannot use it. The magic circle is a device for everyone to make sacrifices to access legendary magic, and it uses a method to connect with the divine realm of the Elves. While there is no way to reach the divine realm from above within the circle, it is an effective, reliable way to use Sorcery (the most widespread magic of the era). Naturally, creating a round and permanent magical circle is an arduous task; it takes time to create and suffers from decline with each use.
